Add to the rule “Locations” the following:
A Tip is accurate if it is the most recent Tip an Activist has posted, and if it includes the defined Location of the Plan, once that Location is no longer undefined.
Given that listing all the Locations in a Tip is a bug in the original rule rather than this proposal; sure.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

Good point but still too broadly worded - a Tip can “correctly [identify] the Location of the Plan” in ways other than precisely naming its Location (eg. “the Location of the Plan is the one recorded in the Plan rule”).
This may also be a good time to change “includes one of the possible Locations for the Plan” to “includes one and only one of the possible Locations for the Plan”.
I’d pull either of these scams myself, but have been considering a “no tricksy hash contents” proposal further down the line, as that kind of win is always a bit unedifying.
