Call for Judgment: Ambiguous DoV

Reaches quorum and passes. Any constitutional crisis is retroactively dispensed with. Josh

It has come to my attention that the status of my most recent DoV (http://blognomic.com/archive/declaration_of_victory22/) is in dispute, and needs clarification.  Therefore, adjust all tracked gamestate information as through the following statements are true:
1)The aforementioned Declaration of Victory was a past dynasty DoV as described in Rule 2.2.3, even if it existed before that rule.
2)The aforementioned Declaration of Victory did not cause a hiatus to begin.

[Yonah, south] Voting DEF on a CfJ counts as abstaining rather than deferring.

Kevan, the rules appear to have changed to allow DEFs on CfJs.

[Bucky] You can legally cast DEF votes on non-Proposals, but they don’t do anything: “When the Time Buddha has a valid Vote other than VETO on a Proposal, then all votes of DEFERENTIAL are instead…”
