Proposal: And I want Cookies too!

Create a new rule “Cookies”:

Each Breeder has an non-negative integer amount of Cookies which is tracked in the GNDT under column Cookies. As a weekly action, if a Breeder has less than 30 Cookies, that Breeder may set their Cookies to 30.

Give 30 Cookies to the Dragonmaster for each player who voted FOR in this proposal.

Cookies are currency, but I also plan then to be used directly as Health recovery for Dragons on a 1 for 1 basis.
