In “Heat”, replace “At any time, a Villager may Huddle by spending 3 Time to transfer 0.1 Heat from the Villager with the most Heat in their Location to themselves, if they are not the Villager with the most Heat in their Location.” with:-
At any time, a Villager who is not Outside may spend 3 Time to Respire: the Villager(s) with the highest Heat value in their Location each lose 0.1 Heat, then the Villager(s) with the lowest Heat value in their Location each gain 0.1 Heat.
Then replace “Huddling” with “Respiring” and “Huddle” with “Respire”.
Putting my money where my mouth is on Henchman Objects: making Huddling into a more passive averaging of the highest and lowest values, where a group who stay in the same room for long enough will eventually level out.

Just following the through-line on this, the cumulative argument - that HWU2OFOOuW4 be failed, Henchman be passed and this be passed - has the effect that the rule is changed, but that Brendan is still penalised for acting under the old rule. Is that correct?
Brendan seems to be accreting a lot of first-mover disadvantages here; if the intent isn’t to penalise people for using the not-quite-functional first-draft ruleset then we should probably make use of the tools that we have to mitigate those penalties.
