Reword the paragraph in the rule “Loyalty” that reads “As a weekly action, a Cardinal other than the Pope may change their Loyalty. If their Loyalty was not None, their Influence is halved.” as follows:

As a Weekly Action, a Cardinal other than the Pope may pay half their Influence to change their Loyalty. If a Cardinal other than the Pope shares a Loyalty with the Pope, they may instead change their Loyalty as a Church Action.

Encouraging defectors. It’s no fun if we’re all on the same side.
