Yes, that was the intent. I’ll reword it in a bit to make it clearer.

I like the general thrust of this but not sure about the day/night labels. Is the thinking that there could be a universal day/night cycle? Or could you potentially carry out one of each action basically simultaneously?

Something along those lines. My basic idea is being able to limit both separately without the need to split the dynasty up into two-phase cycle system.

I like the premise, but it needs some clearing up of its ambiguities and labyrinthine language in the 2nd half of the paragraph. Maybe someone can repropose in a simpler form and/or in connection with a concrete application.

@Tyguy I am fully aware that there is a smidge of word salad going on. I’m still working on making concise, effective wording. However, this early in the dynasty it may be better to just get the concept out there and fix it with a follow-up, rather than having to wait on the concept being introduced a while later. As long as the idea is popular I believe it may be better to pass it now, so that it can be expanded on, and then fixed if it proves to be a problem.

But yes, I think this could be reworded once there are actual actions to apply the qualifiers to.
