Add a new subrule to the rule entitled The Garage, called Chop Shop:
A Respray Kit is an item that takes up two berths. As a weekly action, a Crook who owns a Respray Kit may spend $25 to reduce by 3 the Heat from a single Car that is in a Garage that they possess the Key to.
Yeah, I went conservative with the numbers, but in terms of mitigation - on the money thing, I expect that stepping up the rate of Marks will increase the amount of money in the system (especially given that Marks currently don’t expire), and that an economy will grow around respraying; and on time, I hope that more than one respray baron will emerge.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
