Replace the first paragraph of “Cleanup Proposals” with:-
A proposal from Richardo von Nestor is a Cleanup Proposal if it has the “[Cleanup]” tag. A Cleanup Proposal should focus on improving the structure and formatting of the ruleset without altering its meaning.
Per comments on Senior Deckchair Organisation Officer, removing the legal restriction on the content of a Cleanup Proposal and just making anything with the Tag valid.

I like this; planning to vote FOR, holding off for a bit in case wording fixes are needed. (Also, one of the few correct uses of “should” in a nomic!)
