I don’t think that is a bannable offence. Only sockpuppeting (using multiple Citizens) is a bannable offence.  This can just be undone.

There’s nothing in the rules specifically prohibiting non-admins from enacting.

BTW, I am against banning DC as stated by my vote. However, perhaps we should make it a banable offense to ennact/fail proposals if they are not admins, just in case this happens again, and more specifically, if it is done by a malicious player.

Only admins are able to enact/fail proposals.  Or at least, only admins and Darth.
