change “Any CIC with less than 15 Military”
to “Any CIC with less than 3 Missiles”
someone could currently use techs to get past the other to perks, but can’t use them to breach shock and awe
Just seems thematically strange for your total number of physical missiles to affect whether one of those missiles can hit Player X (even if your other missiles are being fired off elsewhere that Tick).
