I was wondering the same thing. He had 1 credit last cycle, so unless he made some REALLY stupid moves he should have 2 credits and 2 marines.

If you count the Galatea, you get 14 players, which makes the MPI 17.
Rule 2.7 Inflation reads “Pl is the number of unidle Players”.
It’s debatable whether the Galatea is unidle, since it is not a player for the purpose of core rules.
However including the Galatea’s resources but not ignoring it in the number of players makes absolutely no sense, so we should fix that.
I agree with your calculations - I argue that the Galatea should be counted as a player for this calculation. I am updating the GNDT accordingly.
Note that the phrasing of the ruleset is “Some players are Idle” not “Some players are Unidle”. “Unidle” is defined, by lack of any other definition to be “Players who are not Idle”. Galatea cannot be Idle because he is not a Player for the purposes of the rule about Idling, and thus is not Idle, thus he is Unidle.
