Add the following to Sub-Rule named “Minor Operations” at the end of Rule “Evil Operations”:

Any Henchman located in Antarctica may start an Evil Operation by creating a Proposal that includes the full text of the desired Operation. If the text included with the Proposal does not describe a valid Operation, the Proposal fails upon ennactment. If the Proposal succeeds, the Admin who ennacts it shall create a Story Post with the text of the Operation that was included on the Proposal (and title it the same as that Proposal) and add 1 FPT to the Proposer. That post becomes the Evil Operation. Once the Operation has been created and more than 24 hours have passed, it may be resolved by any Admin or the Proposer (rolling dice and following all instructions given).

We need more action going on, and I am sure some of you do have ideas for evil operations. By making them work through a Proposal, we can avoid “I win” Operations that where the problem with the “Left or Right” Proposal.

If more than half of all comments containing counted votes also contain the text “We want it now”, create the following Evil Operation:

It’s that time of the year: let the Evil Contest begin!

Requirements: Any Henchman with one Pending Evil Proposal may join.
Effects: Each Henchman who joins must roll DICEX where X is their INT + GL - 10. If the total rolled by all Henchman equals or exceeds 100 when this Operation is resolved, the operation succeeds. Otherwise, it fails.
Success: All Pending Evil Proposals fail immediately. The influence in Antarctica is increased to 100, and the Overlord’s standing is raised by the same amount.
Failure: All Pending Evil Proposals pass immediately.
