for Pure evil genius.  I suppose one could argue that since “Whenever a Henchman makes a proposal” in this case happened before Evil Schemes was enacted, that this is not, in fact, an Evil Proposal.  This proposal however, is just so delightfully clever that I’m voting FOR and hopefully won’t have to bother with that particular argument.  May your goatee never grow moldy.
