Create a new rule, “Tiers”:

As a weekly action, the Overlord may choose a Henchmen whose GL is the highest or tied for the highest of all Henchmen. This Henchman becomes the Overlord’s Right Hand until the time that the Overlord chooses a different Henchman for this position. The Overlord must make a story post to notify all Henchman of who the new Right Hand is at the time of his choosing.

The Right Hand may take any game actions described under Section 2 of the Ruleset as if e were the Overlord.

At this point it looks like there are a lot of game actions showing up that will involve the Overlord, so we should give him some help to prevent him from becoming overwhelmed by it.
