After 24 hours have passed upon Enactment of this proposal, any Villager whose Location is Home shall exhibit the Cough symptom, to be reflected in the GNDT.

against Afraid this won’t do anything, since “Once a proposal has been enacted, it can have no further direct effect on the gamestate.” (Otherwise it’d be possible to write rules with delayed effects that didn’t happen until years later, which wouldn’t be very fair on future players.)

Should it be possible for a player to have a symptom without having any disease that causes it? (This is already possible when a remedy cures something but leaves symptoms behind.)
