After 24 hours have passed upon Enactment of this proposal, any Villager whose Location is Home shall exhibit the Cough symptom, to be reflected in the GNDT.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.

Afraid this won’t do anything, since “Once a proposal has been enacted, it can have no further direct effect on the gamestate.” (Otherwise it’d be possible to write rules with delayed effects that didn’t happen until years later, which wouldn’t be very fair on future players.)
Should it be possible for a player to have a symptom without having any disease that causes it? (This is already possible when a remedy cures something but leaves symptoms behind.)
