I have achieved victory through the use of the Diamond Steering Wheel of Destiny.
I met the requirements as set in rule 2.18.1 (I had a treasure map, and was at the location specified in said map), so I could legally hunt for treasure. I therefore chose to hunt for the steering wheel, since the ruleset doesn’t restrict the treasures I am able to find from any location. (Rule 2.18.1: “While at a Treasure Island, if allowed by the rules, a Captain may hunt for treasure as a daily action.”)
Note that I didn’t need to meet the requirements set in the treasure map, simply because the ruleset doesn’t say I have to. The only functions a treasure map may have are specifying the name and location of its treasure (see rule 2.20). As far as the ruleset is concerned, any other information in the treasure map is flavour text, in the same way that naming your ship “the owner of this ship has achieved victory” has no effect.
