No player may use any item to make emself Land in the Jackpot Square.  Warping to the Jackpot Square via a Blue square is not allowed.

Change this phrase in the Jackpot sub-rule:

Whenever a player ends a move in the Jackpot Square, the amount on the Jackpot Pool shall be transfered to that player and the Pool reset to B$ 0.

to:

Whenever a player ends a move in the Jackpot Square, provided that move was not allowed by an item being used or by a Blue Square warp, the amount on the Jackpot Pool shall be transfered to that player and the Pool reset to B$ 0.

This way people can scoot through Sq 13 without hitting Jackpot.
