Add the following to the Special Case rule, “Malign Emperors”:
If the Special Case rule “No Collaboration” is Active, any Player may set it to Inactive. (The combo is too strong.)
Ever since Brendan 8, I’ve been meaning to nerf this combo, before someone puts it into effect again at a dynasty’s start.
It’s really annoying not being able to talk privately around a dictator-emperor. Last time, people wouldn’t even talk privately about dethroning the emperor, because they thought of that as a dynastic concern, or weren’t sure and didn’t want to break Fair Play.

Why is the combo too strong?
Isn’t the other way? If malign emperors is on, and the emperor can secretly communicate with other players, isn’t that a problem?
