If a rule called “Gossip” exists, repeal it.

Enact a new rule, “Meddling”:-

A Shifter may take any of the following Meddling actions at any time by paying its cost (shown in brackets after the name of the action) from their own Cover, making any gamestate updates required of it, and mentioning the Meddling as a comment on the most recent Day Dawning post. A Shifter may not Meddle if their Cover would be reduced to zero or lower as a result of paying its cost.

• Gossip (1): Raise or lower the Reputation of any Human (excluding the causing Shifter’s current Form) by up to 10% of its starting value.
