Add two Perks to the list in the rule “Perks”:-

  • [40 Military]: Government Bunker: If you would gain Recovery, you instead gain half that amount (rounding down). This effect doesn’t apply to gains already affected by this Perk.
  • [40 Intel]: Listening Post: You may always target any CIC with missiles, even if another Perk would prevent you from doing so.

Some more Perks for the stats which only have one each.

I’m not sure it is (we’d have “you may target any CIC” and “you may not target more CICs than you have Missiles”, the second having more limited scope), but it wouldn’t be “infinite”, as you can only target each CIC once.

Unintentional, either way, I was just intending it to negate the Perks.

against My heart is for, and I don’t think the infinite missiles objection is necessarily true, but it’s unlikely the tide’s gonna turn here.

Actually in that case for. This isn’t close enough to quorum yet to justify an against to get closer.
