as the victory mechanic is still “highest single claim” I think more claims at this point might be counter productive. I think I’d rather stick to a more limited set of claims that everyone can be engaged with modifying

I think we should replace single strongest claim with highest total claim strength anyway because it’s making most of our claims and mechanics useless. With total claim strength there would maybe be more variety in possible actions and winning strategies
