From the rule entitled “The Codex”, remove the following paragraph.

For the purposes of adding, editing, or removing ciphertext, the Abbot may alter this rule at any time, provided that e gives notice on the front page that an alteration has been made.

Add the following in its place.

For the purposes of removing ciphertext, the Abbot may alter this rule at any time, provided that e gives notice on the front page that an alteration has been made.  No new ciphertext may be added.  The existing ciphertext may not be edited (except for complete removal of an encrypted rule).

For each encrypted rule: if half or more of the counted FOR votes contain the rule title, the Abbot must reveal the hint for that rule in a post no later than 48 hours after this proposal has been enacted.
