If fewer than three Innies in the Department of Temporal Assurance vote FOR or DEF on this proposal, it has no further effect. Otherwise:

As a subrule of departments, add a subrule Temporal Assurance:

There exists a Pending Temporal Event, which has a publicly tracked date & time, and a publicly tracked status which is either Processed or Unprocessed.

If the Pending Temporal Event is Processed, any Innie in the Department of Temporal Assurance, or the Board, may Run the Numbers.
This is an atomic action with the following steps:
* Set the Pending Temporal Event to Unprocessed.
* Add DICE47 hours to the current time, rounding up to the closest hour, to get a future date and time. Save that as the Pending Temporal Event date and time.
* Change the Pending Temporal Event time’s minutes value to the result of a DICE60.

If the Pending Temporal Event is Unprocessed, and is either fewer than 5 minutes in the future or is in the past, any Innie in the Department of Temporal Assurance may Process the Temporal Event. This is an atomic action with the following steps:
* Set the Pending Temporal Event to Processed.
* According to the time that the previous step was completed:
** If the Pending Temporal Event was set to processed within 5 minutes (before or after) the designated time of that Pending Temporal Event, reduce the quota of the Department of Temporal Assurance by 3.
** Otherwise, if the Pending Temporal Event was set to processed within half an hour of the designated time of that Pending Temporal Event, reduce the quota of the Department of Temporal Assurance by 2.
** Otherwise, if the Pending Temporal Event was set to processed within four hours of the designated time of that Pending Temporal Event, reduce the quota of the Department of Temporal Assurance by 1.
** Otherwise the Department of Temporal Assurance does not reduce their quota.
