In the rule “Roughhousing” add the following row to the Roughhousing table:

| Steal || 50 Time in any Location, and additionally 5 Heat if Indoors || The actor and target must be in the same Location || The actor removes 1 Item that is not an Adjective from the target’s Items and adds it to their own Items
@Kevan: It’s the same issue with Grapple, though, isn’t it? Only with Locations instead of Items. If we want to solve that issue, it should be solved as a general issue of any Roughhousing action, not by rejecting a specific one when others have the same problem.
No, I agree with Kevan; issues with proposals should be treated at the source, not on the basis of hypothetical future fixes
This is a different situation to the grapples: With that one, the ruleset was in a current state that needed fixing, and the choices were to fix or repeal something - either way, a proposal was necessary. With this one, a fix can be part of the proposal that adds theft.

I don’t think it’s the case that once the basic Roughhousing rule was hypothetically perfectly balanced it would be then unobjectionable to add “pay 50 Time to steal an Item”, “pay 50 Time to eliminate a player” or anything else on top. Roughhousing and Cudgels are what they are, and this is a vote on whether to make them a bit more powerful. Not for me, thanks.
