Change any Backing Tile to have a Material of Paint, and the Colour of an Available Pigment that has a cost of 5 or less.
Oh, maybe. I forgot that “non-Action Turn Costs” were a thing, since we’ve not been using them yet. Changed to an Action.

So this just allows the holder to completely sidestep the cost of pigments?
That seems like a LOT - pigments are expensive for a reason, and that’s because everything else is limited in some way. I think this is too destablising.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

Putting this behind a tool rather than a turn action seems very very strong. Could easily fill a ton of white space.
