Adds a new subrule under Departments, with the name Redacted with the following text:

The Redacted Department works in brain-control chip research. As a Daily Action, a Innie may perform Research, rolling 5 6 faced dice and select what to keep, then rerolling the unchosen dices and choose what to keep, then reroll the unchosen dice. If at least 4 numbers are the same, the Department named Redacted fulfill 2 Quota. If there are 5 numbers that are the same, instead fulfill 5 Quota.
If ever the Quota of the department named Redacted is 0 and Quota is fulfilled for the Department named Redacted, such fulfillment instead get stored in the Research Effort pool which value is publically tracked.
