If “The Silver Key” has passed, this proposal does nothing.
Upon enactment of this proposal, all Explorer’s backgrounds become “Cultist” and “Cultist”. Add the following to “Ascendance”:
All Cultists have Achieved Victory.
Another option in case Silver Key fails.
An NPC victory still seems like a very interesting route to me. (Although a “regular victory” is still cool too.)
