If the Proposal “Another Tuneup” is enacted, then give any Captain who has already travelled to another Sector any resources they would have gained due to this Proposal being enacted.
Encouraging a bit of gameplay, and not negatively impact those who have already started moving.
“this Proposal” is an ambiguous, but means the Proposal “Another Tuneup”.
On behalf of players who chose to hold back from exploring a new Sector because the reward hadn’t enacted yet.
Those who started already have an advantage in that they’re not hemmed in by low-hanging fruit.
by looking at the proposal closely and realizing it will have no effect.
