If Proposal: Level Knevel was not enacted then this proposal has no effect.
Add a new dynastic rule, titled “Tier 1: Potency”:
When a Mindjacker carries out a dynastic action associated with a Tier equal to or lower than their current Level, that Mindjacker has a Potency for that action which is equal to 1 plus the difference between the Mindjacker’s Level and the action’s associated Tier.
Any dynastic action that is performed by a Mindjacker with a Potency greater than 1 is a Potent action. Any dynastic action that is not Potent is a Baseline action.
for one universal simulation to fit inside of another, the lower-order reality has to run at a slower speed and/or sacrifice complexity. higher-order beings can exploit this to think faster, know more, or manipulate the simulation itself; whatever the case, they’re simply able to do more things better than the native inhabitants of the lower-order reality they’re operating in.
the idea here is that some Tiers will have actions where the outcome depends on the potency value of the mindjacker performing them!

Nice, I like this. Should probably be Tier 2, though, minimum, as it wouldn’t “unlock” at the lowest level of reality.
