Per that rule, this Proposal is illegal as currently written. If the intention is simply to archive the dead rule before it is repealed, you could rewrite this to add another bullet point just before the rule is repealed to add it to The Nomicnecron wiki page.

I take it “Nomicnecron” is meant to be a pun on “Nomic” and “Necronomicon” but for the record “Necronomicon” does already contains the word “Nomic”.
