Set the “Dynastic Distance” Special Case rule to Inactive.
If the ruleset contains the text
There exists a single Rubber Ducky, which may either be in the possession of the Host, or in the possession of any single Partygoer, and defaults to being in possession of the Host.
change it to
There exists a single Rubber Ducky, which is in the possession of a single Partygoer, defaulting to the Host.
and add the following text to the end of the rule thus changed:
While the Host is the Holder of the Rubber Ducky during a Grand Party, the Host should make reasonable attempts to allow or cause other Partygoers to possess the Rubber Ducky instead.
Wherever the phrase “The Partygoer with the highest Party score wins” appears in the Dynastic Rules, replace it with “The Partygoer with the highest Party score, excluding the Host, wins”
The main point of this is to keep the Host from being immune to any clever Ducky-snatching tricks by virtue of not being a Partygoer.

I don’t see any huge issues with this. Please add text to make sure I can’t win parties or gain points though, so that I don’t inadvertently hold up the game in that way. I would be okay with this throwing on malign emperors as well (but I’m fine either way), in which case that wouldn’t be necessary, but I’m not sure if that would hurt the chances of this proposal.
