In the rules Winners at War and Standardised Rule Books, and the proposal Exit Criteria if it has not yet been resolved, change all instances of the work Round to Tier.
Uphold that Tiers of the Tournament have not been advanced every time a round, as defined in the rule The Arena, has concluded in a Bout.
@SB As a subrule of Winners at War that would also be changed by this, no?
Not according to Appendix: “A subrule is a type of rule that is hierarchically ordered beneath another rule. Rules and proposals that refer to a rule do not also refer to its subrules, unless otherwise specified.”

I think that this is more important that dispute resolution, though, as it knocks out the entire tournament if left unfixed.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
