Solving it the long way with Annoyingness is another fastest-trigger-first timing problem; if the Spinner of the Wheel wins some Annoyingness they can immediately spend it before anyone else has realised the Wheel has been spun. I’d rather just shift that random resolution mechanic into the Spin it-self.
