Add a new rule under special cases named “Imperial Deferentials”, and set it active

If the Historian has voted DEFERENTIAL on a proposal, that vote is instead considered to be valid and either FOR (if more Wizards have voted FOR the proposal than have voted AGAINST it) or AGAINST (in all other cases).

I’ve been wishing for this rule. Its original form was “Doctor Deferentials”, written in the Plague dynasty, which was Kevan’s 20th dynasty, and the first one I played.
