Call for Judgment: Authorization to choose values

The “Market Values” proposal and “Worth of Substances” rule require me to track Minimum and Maximum values.  However, they don’t explicitly authorize me to choose those values in the first place.

I have assumed this means they aren’t Gamestate, and I can therefore change them as I wish.  This may be incorrect.

Therefore:
The Traffic Warden shall, as soon as is practical after this CfJ passes, set minimum and maximum values for each Substance that requires them.  The chosen values must be consistent with the values already revealed on the Market Values page.

Actually, what would happen if Market Values Fixes passes and this also passes? I might want to s/k that proposal to keep that from happening.

Also, to be clear, the min/max system was there so that some substances could be more volatile or valuable than others. The intention was that the traffic warden would decide what numbers to use and then stick with those numbers (but be able to change them if necessary). With that in mind, I feel like we should make the minimum and maximum publicly tracked in the wiki.
