Create a new rule called “Trading” as follows:
This rule has no effect during a Seasonal Festival.
At any time, a Townsperson may Pay another Townsperson by removing one non-Human, non-Plague, non-Workroom Thing from their Home, placing it in the Home of the other Townsperson, and immediately updating the GNDT to reflect the payment.
