Actually, on second thought, the rules don’t say you need to be at port to purchace.  But they do say certain items can’t be bought at port.

I’ll undo myself anyway.

This stops us from having to tediously say that a Proposal may only be enacted when it’s achieved quorum, that players may only increase their own GPS when in the Crew’s Quarters, and all of that.

The ruleset also allows several other methods of obtaining certain motlies… such as zombie, weevil, ring and cutlass.
