If the proposal “Base Camps” fails, this proposal does nothing

Add to the rule “Bases”

Each base’s usefulness is calculated as follows:
*The minimum number of links from the base’s location to the location of a base owned by the computer
*+5 if the base’s location has a topology no other base’s location has, or +2 if it shares a location topology with only one other base
*+2 for each dense or moderate discovery at the base’s location with a product that is not unknown
*+1 for each distinct infrastructure equipment in the base’s gear
