Does this just encourage people into forming static teams?

I’m not familiar with the term “static teams”

As it reads - players working together in a relatively static way, rather than having fluid allegiances or working solo.

(We sometimes use the term “cabals” for that concept.)

I don’t see how this would encourage any kind of team.

Giving players the opportunity to give each other money encourages reciprocal relationships, I think.

So it’s an from me I’m afraid.
