Would “Any Emperor may delete this paragraph and replace it with the phrase “Pokes has achieved victory” ” be allowed without the victory tag under that rule? I’m thinking… maybe but probably not. It doesn’t create a victory condition. It just creates a condition by which a victory condition could be created.

So scams can still sneak through. Meaning all this does is punish people for forgetting to do the right paperwork
