Raven, there are two parts to the victory condition in Versailles—one says that you must be only signatory to a single treaty, yes, but the other says that you must be the only signatory to Versailles, as well. As far as I myself understand it, this proposal should not kick off a race to victory upon enactment.

Is “If an Emperor becomes Signatory to this Treaty by means of a Dynastic action” supposed to include “When a Proposal creates or modifies a Treaty, every Emperor that voted FOR it becomes a Signatory to that Treaty”?

No, Bucky, it’s just meant to exclude the “make a blog post to sign treaties” mechanism, or any other Treaty-based power that would let people sign onto things after the fact. Proposals that modify Treaties are pretty uncommon and time-limited—I just didn’t want to open the gate to spamming join/leave/join/leave/etc.

That still would cause chaos by that logic. It basically becomes survivor of that treaty where everyone tries to find away to eliminate each other off the signature.
