Proposal: Curb Eclipse

If there is an Eclipse Component:
- Delete it;
- Delete all Powers with that Component (no refunding);
- Revert all actions taken that relied on use of a Power with Eclipse as a Component;

Add to Powers:

At any time, if a Deity has a Power created more than 24 hours ago and that Power has not been used for the last 24 hours, said Deity may delete that Power to Gain 1 Quintessence. That Incarnation may not create a Power using any of the Components of the destroyed Power for the next 24 hours.
