Wording looks fine to me. The ‘may either’ means demolishing is covered by the ‘as a daily action’ subclause.

Okay, but demolishing can be done 7 times a week.

So can constructing, but you can only do one or the other each day.

The point rodlen is making is that unlike constructing, you can demolish 7 days a week, no problem.  There is no limit.

You can construct 7 days a week, no problem, as well.  You just can’t construct and demolish in the same day.

The demolishing just gives us a chance to get rid of any really weird rules, such as “Proposals must alter other proposals.” or the like.

If you guys want creative way to use this

“A day is one minute.”—takes six people. Daily actions can be used every minute.

“No one can demolish. No one can post to the blog.”—and the game is broken!

“Clucky wins.”—...

Except that the glossary states that you cannot use a daily action “more than once every six hours”.  Hours would remain the same, only days would be affected.
