There have been nomics which worked successfully by having new rules trump old, and many more that do it the other way. I see no good reason to favor one over the other generally - except that here in BlogNomic, favoring Dynastic rules makes the Dynasties even more distinct than normal.

What happened to the ‘specific trumps general’ rule in the ruleset?

I would rather us re-create the idea of Specific trumps general.  This allows most dynastic rules to trump core.

Core over dynastic: breaks this dynasty, as it runs on a metadynasty with multiple Emperors, all able to veto.

Dynastic over core: won’t break this dynasty unless someone messes up.

Specific over general: may or may not break this dynasty, I can’t quite tell yet.
