If the proposal “Move everything up a week” fails, this proposal does nothing.

Change the text “whose MD5 checksum is “3da9375cdc381c88b532c51d70ab9f24”.” in rule 2.8 “Plot Twist Enabler” to “whose MD5 checksum is “64b0ae5b13b7ed6bdb34c1bb60e1af53”.”

Change the sub-rule called “Plot Twist” to the text corresponding to the new checksum in rule 2.8 “Plot Twist Enabler”.

All it will do is change the date if the other proposal passes.
