After the sentence that reads “An Imagineer may not construct more than 10 Buildings per day.” in the rule “Construction,” add the following:
If constructing a Building would cause the total Size of all Buildings in that Zone to be greater than four times that of the next-highest-total-size Zone, and would cause the total Size of all Buildings in that Zone to be greater than 12, that Building may not be constructed.
