If the proposal “The End is Near” failed, this proposal has no further effect.

In the Rule “Cults”, replace “a Leader (any Believer or Idle Believer)” with:-

a Leader (a Believer or Idle Believer), a Headquarters (a Location)

And replace “specifying the Name of that Cult, and its Prophecy. If that Believer is not already the Leader of a Cult” with:-

specifying the Name of that Cult, its Headquarters (any Location other than “Unknown”) and its Prophecy. If that Believer is located in the proposed Headquarters and is not already the Leader of a Cult

And replace “the Believer as its Leader, and the Prophecy specified” with “the Believer as its Leader, the specified Location as its Headquarters and the Prophecy specified”.

Replace “and a Private Message from the Leader of that Cult permitting the Believer to join” with:-

and a Private Message from the Leader of that Cult permitting the Believer to join, and both the Believer and Leader are located in the Headquarters of the Leader’s Cult

Enact a new rule, “Known Unknowns”:-

If a Cult has a Headquarters of Unknown and its Leader has a Location other than Unknown, the Auspex may update its Headquarters to that Location and privately inform the Leader of this change. Believers may not be admitted to a Cult that has a Location of Unknown.

If no Cults have a Location of Unknown, the Auspex may repeal this rule.

If any Cults exist, their Headquarters shall be set to the Location of their Leader. If a Cult has a Location of Unknown, all of its members other than its Leader shall be removed from that Cult.
