Proposal: Implicit Atomic Actions

Add the following at the end of rule “Atomic Actions”:

Any action that is presented as an ordered list of instructions to be carried out by a single Manager is considered to be an atomic action.

against Because it can potentially lock less attentive people out of doing actions because of how atomic actions work. The redundancy is good in this case imo.
