Add a rule called “Planar Shift” and give it the following text

As a weekly action, a citizen may attempt a planar shift by picking another citizen and rolling three DICE10’s. If the value of the rolls are in weakly increasing order, the first citizen switches factions with the second citizen and visa versa.

If more than half of the citizens which vote on this proposal include the phrase “I like my coffee black” in a comment of this proposal, change the word “weakly” to “strongly” in the above rule.

When dealing with inequalities, “weakly” involves the phrase “or equal to”.

So 1, 1, 2 could be a sequence in weakly increasing order, but not a sequence in strongly increasing order.

Elias, None? Before my proposal passes position has no effect, afterwards, they’d become a citizen immediately upon joining the faction.
