Add a sub-rule to Gambling called Wagering on Proposals:-
Any Swashbuckler may put any number of wagers on whether a pending proposal will pass or fail.

Although a fellow would have to be brave to do this, I be thinking, when it be so easy to self-kill a proposal.
This is just horrible. A non-admin fellow would have to be brain-dead to predict enactment, when it be so easy for the proposer to place the opposite bet and self-kill. And of course, any admin _knows_ whether the proposal will fail just before e admins it.
